Exercises and Operations

Units continually perform Exercises and Operations aboard the base that require telephone support.  Units must submit two Telecommunications Service Requests (TSRs).

A TSR must be submitted a minimum of 45 working days prior to required service; see MCIEAST-MCB CAMLEJO 2305.5,  paragraph 6.b, Telephone Service in Support of Exercises/Operations.  Units are charged for field ops phone service.

One TSR is for the installation, the other is for disconnection.  Units must provide the location, date service is required, RP information, and Class of Service required.

Telephone service is provided in close proximity of most tactical landing zones/training areas.  This service is provided from a demarcation point, typically using a RP with a terminal box (protector).  Only Telecommunications Division personnel may access the RP.

It is the using unit's responsibility to establish connectivity between Telecommunication Division's point of demarcation and the field command post.  The Telecommunications Division installer will tag the terminals on the terminal box.

Range Support

Most Ranges have a standard phone jack available for dial tone, typically located next to the tower.  Units are responsible for providing their own phones to plug into these jacks and verifying service prior to use of the range.

Deployments - Placing Phones “Out Of Service”

Having phones placed out of service during deployments allows the unit to keep their listed numbers and prevents un-authorized use of their numbers.  This service will be provided when the unit requests to have specific phone numbers suspended.

With this service, phones are to be left in place, connected to the jack, and will be authorized “911” access for emergencies.

It is necessary that units have their phones suspended to ensure the accuracy of their phone billing.  The unit's buildings may be used by other personnel (i.e. reservists) during their deployment.  If the unit does not request their numbers to be suspended, the unit will be charged for the current occupants' phone activity.

When the unit returns, service may be reactivated/restored.  Service will be the same as prior to departure.

To suspend phone numbers, a Telecommunications Service Request (TSR) needs to be submitted listing each individual number and the date service is required.  Individual numbers must be listed to ensure both the forward and rear parties are serviced properly.

To reactivate/restore phone numbers, the unit must submit a TSR prior to their return listing the individual numbers requiring service and the jack location for that number.  It is recommended that a floor plan be submitted with the phone numbers location to ensure proper service.  The point of contact listed on the TSR for the unit must have access to the building(s) involved.

Deployments - Health, Morale, Welfare (HMW) Calls

DSN lines may be used to place Health, Morale, Welfare (HMW) Calls from deployed locations by dialing DSN 751-6262 during non-peak hours.  This system is automated and requires the caller to dial additional information when prompted.

Calls should be limited to 10 minutes.  No HMW calls will incur a toll charge to the government, even if the intent is to reimburse the government.
