MISSION STATEMENT

 

To deliver quality customer service to members of the U.S. Marine Corps and other personnel assigned to Marine Corps units who are:

 

  • Missing in Action (MIA)    
  • Hospitalized

  • Incarcerated (Brig or Civilian jail)

  • Extended Temporary Additional Duty (TAD)

  • Participating in a Unit Deployment Program (UDP)

  • Wounded In Action (WIA)

  • Medical Evacuation (MedEvac)

  • Annual or Emergency Leave

  • Officially determined to be Absent With-Out Leave (AWOL)

  • Received an Other than Honorable Discharge (OTH)

  

OPERATIONAL GOALS

 

To provide prompt responsive service and support to members of the U.S. Marine Corps and personnel assigned to Marine Corps units worldwide. Additionally, reduce shipping and processing time for our members to receive their personal effects. We will accomplish these goals through education of customers, actively listening to our customers, responding to customers in a clear and concise manner, coordination with the customer and other installations’ shipping activities with communication through available resources, and providing accurate information in a manner that is easy to understand.

 

 

GENERAL INFORMATION

 

We support members of the U.S. Marine Corps and other personnel assigned to Marine Corps units who are:

 

  • Missing in Action (MIA)    
  • Hospitalized

  • Incarcerated (Brig or Civilian jail)

  • Extended Temporary Additional Duty (TAD)

  • Participating in a Unit Deployment Program (UDP)

  • Wounded In Action (WIA)

  • Medical Evacuation (MedEvac)

  • Annual or Emergency Leave

  • Officially determined to be Absent With-Out Leave (AWOL)

 

We receive lost, abandoned, and unclaimed personal property that is recovered (comes into custody or control of a Military Unit or Installation), and the Marine Corps uniforms of members who receive an Other than Honorable (OTH) or Bad Conduct Discharge (BCD).

 

Command Responsibility:

 

The Installation Commander, Major Commands, Major Subordinate Commands (MSC), and Unit Commands are charged with the responsibility of collecting, inventorying, safekeeping, and ensuring the appropriate disposition of the personal effects and baggage of all service members who cannot or do not care for their own property. This responsibility is to be delegated to the lowest level possible (Battalion, Squadron, or separate Company) having an organic supply account and unit personnel officer.

 

Distribution, turning over personal property or personal effects to the service member’s roommates, work section, Platoon, Company, Battalion, or turning said property over to the Base thrift store or other charitable organizations is not authorized.

 

Assistance:

 

The local Distribution Management Office (DMO) Personal Effects and Baggage Center (PEBC) will provide assistance upon request. The Installation Commander shall provide the necessary safe storage facilities for storage of personal property including privately-owned vehicles (POVs) that are beyond the normal capacity of the unit supply sections security cage or secure storage area.

 

The Personal Effects and Baggage Center is located in Building 1011 next to Bay Door 10 on Ash Street.

Cases containing ONLY military articles: Monday – Friday

Cases containing CIVILIAN articles: Tuesday and Thursday

(MUST CALL FOR APPOINTMENT)

 

DECEASED AND MISSING STATUS

 

Inventory:

 

When a member is deceased, their duty status becomes whereabouts unknown (DUSTWUN), or they have been declared missing as defined in MCO 4400.201 Vol. 13, the Unit shall:

     

The inventory will include:

  • All HHGs    
  • POVs the member has

  • Bank account records

  • All such articles that are or may become accessible to the Marine Corps inventorying official or CACO

 

Disposition of Effects:

 

Commanders will coordinate through the assigned CACO, locate the PERE, and ascertain an appropriate time and location to deliver the personal effects. The inventorying officials will coordinate with the CACO and ensure that the personal effects are shipped per MCO 4400.201 Vol. 13, Chapter 16
