Mission

The Marine Corps Base Camp Lejeune Provost Marshal’s Office conducts security and law enforcement operations aboard the installation and Marine Corps Air Station New River in order to support force protection, preserve good order and discipline, and enable II MEF readiness.

INSTALLATION ACCESS PROCEDURES

In accordance with MCIEAST-MCB CAMLEJO 5530.25B, entry onto MCB Camp Lejeune or MCAS New River is a privilege, not a right. Any individual wishing to enter MCB Camp Lejeune or MCAS New River must understand it is a military installation, one of its primary missions being to safeguard the Marines, Sailors, and civilians therein. Individuals entering the installation must have a valid reason for access. Expediency shall never come at the cost of security. Persons subject to the access process include, but are not limited to, uniformed military personnel, military retirees, family members, Department of War (DoW) civilian employees, affiliated civilian dependents, unaffiliated civilians, DoW and other authorized contractors, and other authorized patrons.

CONTRACTOR & VENDORS

The Contractor Vetting Office (CVO) is located in Building 818, adjacent to the Camp Lejeune Main Gate on Holcomb Blvd. Contractors and other personnel requiring access to MCB Camp Lejeune or MCAS New River must report to the CVO for vetting and background checks. Based on the duration of access, contractors will either receive a DBIDS credential (for access of 61 days or more) or a temporary pass (for access of 60 days or less). The vetting process involves confirming access requirements, completing a background check, and issuing the appropriate credential or pass.

TRANSPORTATION PROVIDERS

Transportation providers such as taxis, limousines, shuttles and transportation network companies (TNC) provide an important transportation service option for the installation population. Transportation providers who comply with the provisions in MCIEAST-MCB CAMLEJO 5530.25B may access the installation during FPCON Alpha and Bravo but will be restricted during FPCON Charlie and Delta.

VETERANS EXPANDED ACCESS

To access MCB Camp Lejeune or MCAS New River, veterans and caregivers authorized under the Purple Heart and Disabled Veterans Equal Access Act of 2018, will need to stop by the Camp Lejeune Visitor Center at the Wilson Gate or the MCAS New River Visitor Center at the main gate on Curtis Drive.

Gold Star and Surviving Family Members

To gain access, family members must complete the standard Visitor Control Process at the installation’s Visitor Control Center (VCC) and enroll in the electronic Physical Access Control System (ePACS). A command representative will assist in scheduling an appointment for this process.

The required documentation for enrollment includes either a Report of Casualty (DD Form 1300) issued to immediate family members (spouse, children, parents) listed on the service member’s Record of Emergency Data (DD Form 93), or a valid Gold Star Identification Card issued by any Department of War branch of service. 

Approved family members may receive one of the following access options: a single-day paper pass, a Local Resident Card (LRC), or enrollment in ePACS with an approved credential valid for one year. However, automatic or permanent enrollment across all Marine Corps installations is not authorized, and access must be renewed annually following the same process. Additionally, Trusted Traveler privileges are not extended to Gold Star family members.

If initial screening identifies any concerns, family members have the option to submit an appeal to the Installation Commander for final determination.  Requirements for access to determine identity, background, and purpose can be found in the following references: MARADMIN 535/25 and MCO 5530.13.

FOREIGN NATIONALS

To maintain the security and integrity of Marine Corps Base Camp Lejeune and MCAS New River, all foreign national visitors must follow the established sponsorship and vetting procedures before being granted entry. Foreign nationals are not authorized access under the Trusted Traveler Program and must be properly sponsored, vetted, and approved prior to arrival. Sponsors are responsible for ensuring their guests complete all required forms four business days in advance and present valid identification at the gate. These measures help protect the installation, its residents, and mission readiness while ensuring that all visits are conducted safely and in accordance with DoW policy.

The Installation Access Registration Application (IARA) was created as a user friendly, web-based portal that affords service members the ability to comply with access control and housing requirements. Further, it provides members the option to complete these tasks at the comfort of their workspace. The Provost Marshal’s Office will continue to provide in person customer service; however, IARA is an additional, time saving option for those needing to register.

All dogs, cats, and horses residing aboard Marine Corps Base Camp Lejeune or Marine Corps Air Station New River are subject to the rules and regulations established in MCIEAST-MCB CAMLEJO 10570.2B and must be registered with the Domestic Animal Control Office (DACO).

For command inquiries, personnel will be required to submit an authorization letter from the battalion or squadron commander that lists who is authorized to pick-up the report on their behalf.

Physical Security Surveys

Per MCO 5530.14A, commanders must identify, in writing, all designated restricted areas within their respective commands and provide the information, in writing, to the Provost Marshal annually by 30 November.  Additionally, all restricted areas are required to have a Physical Security Survey conducted annually by the PMO Physical Security Office.

Crime Prevention Surveys

Crime Prevention Surveys are conducted to identify nature, extent, and underlying causes of criminal activity, or conditions conducive to criminal activity within an area or a specific facility.  Crime Prevention Surveys are not required but provide a commander an analysis of conditions indicating the presence of, or potential for criminal conduct. Crime Prevention Surveys may be conducted on:

•  Bachelor Enlisted/Officer Quarters
•  Government facilities that maintain negotiable instruments (checks, cash, etc.)
•  Tenant organizations such as banks, credit unions, etc.
• 
Facilities requested by unit commanders, at the discretion of the Provost Marshal

The Provost Marshal’s Office provides crime prevention briefs to units, which can be disseminated within the unit, as necessary.

Case Adjudication/Disposition

To request a copy of case adjudication results, please send a copy of UPB and disposition form or a letter with disposition to pmo_hqsptbn_s-1@usmc.mil.

Illegally Parked Vehicles

Vehicles that are illegally parked, parked in fire lanes, or illegally parked in handicap stalls are not considered abandoned and the MCB Camp Lejeune Desk Sergeant should be notified for appropriate action.

Once an abandoned vehicle has been identified by PMO, a 72-hour tow tag is placed on the vehicle, starting the tow process.

Military Working Dogs

The Military Working Dog (MWD) Section can provide detection dog support for Command Health & Comfort Inspections. Requests for support can be directly coordinated with the MWD Section via email; click here to request MWD support.
