If you are a current resident of family housing at Camp Lejeune or Marine Corps Air Station New River and are experiencing a housing concern—we’re here to help!  The Camp Lejeune Military Housing Office (MHO) is available to support you in working with your privatized housing partners Hunt Military Communities or Liberty Military Housing to ensure your concerns are properly addressed. While these homes are managed by our private partners, the Military Housing Office is your advocate throughout the Family Housing Resolution Process outlined above.

We encourage any resident experiencing an unresolved housing issue to report it immediately using the Resolution Process steps, which include calling the 24-hour Hunt or Liberty hotlines--as seen in Step 1 above--contacting property management offices, and then contacting the Camp Lejeune Military Housing Office.

Applications for on-Base housing are accepted from 0730 - 1530, Monday thru Friday, at the Military Housing Office (MHO), Building TT-43 Inchon Street, Tarawa Terrace.

In the absence of the service member (deployed for 90 days or more), the spouse may apply with a Power of Attorney (POA) and documentation proving the service member is attached to Camp Lejeune/MCASNR for duty.  A deployment letter must be submitted with the application package.  Note:  A Special Power of Attorney (SPOA) is required for Lease signing.  Information and downloadable forms are provided by the MCB Staff Judge Advocate at http://go.usa.gov/YNte.

 An advance application may be submitted to the MHO at any time, provided the service member is/will be attached to Camp Lejeune/MCASNR for duty.

 

The MHO will use the date of receipt of a complete application package; to include all qualifying documents and Permanent Change of Station Orders (PCSO), as the Control Date for the MHO Wait List.

Qualifying documents include the Application for Assignment to Housing (DD Form 1746), Privacy Act Release Form, Statement of Understanding, Sex Offender Policy Acknowledgement & Disclosure, Pet Registration Addendum (whether or not you have pets).  All forms can be found under the Required Documents tab on this site.  If documents are received separately, the Control Date will be established upon receipt of the latest document.

This video describes the energy savings benefits of the Resident Energy Conservation Program at Camp Lejeune and MCAS New River, answers some frequently-asked questions and provides a phone number for anyone needing further assistance with the program.

The Department of the Navy (DON) has implemented conservation initiatives that reduce the dependence on foreign oil and other fossil fuels.  One of these initiatives attempts to achieve reductions in the amount of utilities consumed in our Navy/Marine Corps Public Private Venture (PPV) housing projects.  These projects are of particular interest because the service members residing in them typically consume significantly more utilities than their Marine/Navy and civilian counterparts residing in the local market.  The prevailing opinion is that the main reason for this disparity is that residents of PPV housing pay a flat rate for their utilities which are included in their Basic Allowance for Housing (BAH), regardless of the amount they consume.  This flat-rate system provides no financial incentive to conserve.

To address this problem and promote conservation, the Resident Energy Conservation Program (RECP) has been adopted.  The program transfers some responsibility for utilities costs from the PPV partnership to the residents consuming the utilities.  It accomplishes this objective by charging the residents for usage above the levels deemed to be normal for their geographic location and housing type and by rewarding residents for conserving utilities by issuing rebates to them when their utilities consumption is below certain target levels.  Since the resident's BAH is intended to cover rent and normal utilities, the resident is only obligated to make out-of-pocket payments when actual usage exceeds the amount determined to be normal.

• Required to apply in person at the MHO; Bldg. TT-43 Inchon Street, Tarawa Terrace.
• Have at least 14 months remaining on your End of Active Service (EAS) for a 12-month Lease.
• Have at least 11 months remaining on your EAS for a 9-month Lease.
• Have at least 8 months remaining on your EAS for a 6-month Lease.
• Copy of your current Leave & Earning Statement (LES).
• Copy of your Basic Individual Record (BIR).
• Copy of your Permanent Change of Station Orders (PCSO) or Page 3-USMC; Page 5-USN.
• Must be in receipt of Basic Allowance for Housing (BAH).
• Must have no more than five active allotments.

Any spouse applying with a Power of Attorney must provide official e-mail acknowledgement by the service member.  If the service member is in the local area, he/she is required to come in to the MHO to apply and process any required documentation for RPP.

Public Private Venture (PPV) is a partnership between the Department of the Navy and a private company in which the private company will build, revitalize, repair and manage our housing units.  Under this arrangement, the Department of the Navy is an active member of the business partnership that owns and operates the housing complex.

A:  Yes.  Rental charges are based on the service member’s BAH, regardless of the size or style of home.

A:  BAH is taken from the service member at the higher rank.  If this service member is drawing full BAH (with dependents), this is the only BAH forfeited.

If both service members are drawing BAH (without dependents), BAH is taken from the service member at the higher rank.  Each month, a cash payment is made to PPV by the service member to make up the difference between BAH (with dependents) and BAH (without dependents).

A:  Presently, BAH is forfeited when a service member is assigned to a home.  Increases to BAH are automatic for Marines.  Service members of the other branches of the armed forces must inform the PPV Partner of an increase of BAH due to regular pay raise or promotion.  The lease is written to automatically adjust for increases in BAH without issuance of a new lease.  Marines have their BAH deducted.  Service members of the other branches pay ahead and have an allotment set up based on their BAH rate.

A:  Rent will be based on the BAH rate.  As the BAH rate adjusts, the rent will also adjust.  Adjustments in BAH rates usually occur once a year; during January.

A:  An Administrative Action Form (AA-Form) Request forwarded up through the service member's Chain of Command is required for relocation from one home to another.  In the absence of service member (due to deployment, etc.) the spouse can submit a request in letter format, along with a copy of his/her POA.  Please note that a Special POA is required for lease signing.  You must be within a month of the end of your lease term for relocation approval, unless there are extenuating circumstances that warrant immediate relocation (such as major maintenance, etc.).  In most cases the movement of your household goods will be at your expense.

A: The PPV Partners comply with the Americans with Disabilities Act (ADA).  A percentage of the new/replacement units are handicap accessible.  Upon applying, please advise the MHO if you require any accommodations in accordance with the ADA.  After assignment, please advise your Community Manager if you require any special accommodations.
