About

The Public Works Division (PWD) collects and disposes of refuse and recycling for the Installation. Our mission is to ensure regulatory requirements for the proper disposal of solid waste for the Marines, Sailors & their families of Marine Corps Base Camp Lejeune & New River Air Station are met, as well as
to support & implement refuse management and recycling goals/policies as directed by higher authority. Proper disposal procedures can be found under the Disposal Procedures tab.

RCRS receives Hazardous Material from units aboard Camp Lejeune.  The unit Environmental Compliance Coordinator will assist regarding all items needing to be turned in. For more information, please visit:

RCRS will accept used/expired oil, used/expired antifreeze, and off-specification fuel from all locations on the Installation including housing.

Units shall coordinate through unit ECC (if the ECC has questions they should call 910-451-5264, 910-451-5478, or 910-451-3128).

Housing may also drop off hazardous materials as long as they are in the original container.

Prior to delivering anything to the landfill, the S-4 unit representative needs notification.

•  Construction Debris only if it is specified in the contract- Must have authorization letter from FSC Supervisor with transport vehicle
•  Lead/asbestos materials from on base projects- Concrete not larger than 3x3
•  Construction Debris waste from units
•  Unit project waste
•  Clean Soil. Must have an accompanying Toxicity Characteristic Leaching Procedure (TCLP).

•  Mattresses. Must remove material from mattress and separate springs.
•  Tires; DLA.
•  Petroleum Products; RCRS.
•  Concrete with extruding rebar; no rebar can be protruding
•  Liquid Waste; RCRS.

Disposal Procedures for Specific Materials

Concrete Disposal
  • No appointment needed.
  • Block, brick, concrete culverts, & mortar products only accepted in segregated loads.
  • All wire/rebar must be cut off flush w/exposed surfaces.
  • Dry powdered concrete not accepted for disposal, but could possibly be utilized elsewhere within the landfill. Call prior to delivery to inquire more info.
  • Must be transported to landfill by government vehicle for final disposition.
Asbestos Disposal
  • Appointment required.
  • Call the scale house operator at 910-451-5011 to schedule appointment for drop off, with at least 24 hour notice. Asbestos must be double wrapped in 6 mil plastic, sealed with duct tape and labeled “asbestos” prior to delivery. This includes asbestos roofing shingles. Manifest must be provided at time of delivery. Appt times may vary. Monday-Thursday before 10am.
  • Must be transported to landfill by government vehicle for final disposition.
Organic Material Disposal
  • Tree debris, shrubs, leaves, pine straw, etc. are accepted in segregated loads. Must be 6’ or less in length (no bags/containers allowed & free from as much dirt as possible).
  • Must be delivered in separate load from scrap wood/lumber.
Furniture/Mattress Disposal
  • No appointment needed.
  • Requires a 1348, stating that its condition is considered to be scrap/unserviceable by base property. (bld 1212)
  • For mattress/boxspring disposal, all components must be broken down, seperated and delivered to the landfill for proper disposal. All foam, fabric and/or stuffing must be secured/bagged up upon arrival, leaving the wood/metal components to be recycled.
  • Must be transported to landfill by government vehicle for final disposition
Appliance Disposal
  • No appointment needed.
  • Requires a 1348, stating that its condition is considered to be scrap/unserviceable by base property. (910-451-5396 / bld 1212)
  • Refrigerators & other appliances that require freon, are to be accompanied by an lti from base maintenance, stating that freon has been safely removed, and sticker stating so must be present on item upon delivery.
  • Must be transported to landfill by government vehicle for final disposition.

When delivering items to the recycling lot, all trucks must proceed to the landfill scales. Once your weight is registered, then proceed to the lot.

What does QRP accept? What does QRP NOT accept?

•  Scrap metal of all types, unless something that requires demilitarization, such as: weapons parts, most communication parts, IR panels, any part of a weapons system greater than .50 caliber, such as Anti-Personnel Obstacle Breaching System (APOB) containers
•  White goods (washers/dryers, etc.)
•  Dunnage (.50 caliber and below only- must have Material Documented as Safe (MDAS) paperwork- 1348 with signed MDAS statement, appointment letter from CO)
•  Damaged or unserviceable ammo cans, .50 caliber and below only (all MDAS requirements apply, all markings sprayed out)
•  White paper
•  Aluminum cans
•  Cardboard (no Meals Ready Eat boxes)
•  Scrap wood, scrap pallets and tree debris
•  Mortar tubes (these are landfilled, but must have MDAS paperwork)
•  Ink/Toner
•  Unserviceable metal-based furniture (i.e. mostly metal in construction)

•  Electronics; DLA
•  Batteries of any type (lead acid can go to Marine Corps Logistics Command, others to RCRS)
•  Tires; DLA
•  No SESM-type dunnage (plastic containing ammo); DLA
•  Serviceable items (does it function?); Base Supply
•  Furniture; most damaged/unserviceable wood-based furniture is landfilled

 

Disposal Procedures for Specific Materials

Wood Products/Cardboard
  • No appointment needed.
  • Scrap wood/lumber - painted & unpainted
  • Untreated pallets - both serviceable and/or broken down
  • Embark/packing crates - must be broken down/bolts removed.
  • Lead based painted wood products - accepted in segregated loads monday-thursday before 1400. Must be less than 8’ in length, single wrapped in 6 mil plastic & sealed prior to delivery.
  • Wood furniture units - requires a 1348, stating its condition and is considered scrap/unserviceable by base property.
  • Cardboard - broken down upon delivery / drop off in designated “cardboard only” dumpsters located on site in the front parking lot of our facility, open to the public during business hours.
  • Non-contaminated (soiled w/food, liquid, grease, etc.) No pizza boxes
Organic Material
  • Tree debris, shrubs, leaves, pine straw, etc. Accepted in segregated loads. Must be 6’ or less in length, (no bags/containers allowed & free from as much dirt as possible.) - - must be delivered in separate load from scrap wood/lumber.
  • Must be transported to landfill by government vehicle for final disposition.
Expended Brass
  • Appointment prefered 50cal or smaller (scheduled as early as next day)
  • Call the recycling unit coordinator 910-451-4214 or email lejeune_recycling@usmc.mil for assistance.
  • Modified 1348 will be provided electronically, identifies each of the types of munitions (accepted), to prepare for the pending changes to ammo & brass policies (turn in seperated by caliber).
  • Command appointment letter, identifies who can sign/certify & verify the 1348’s mdas statement
  • Must be transported to landfill by government vehicle for final disposition.
Scrap Metal
  • No appointment needed.
  • Classified as materials not recognizable/serviceable, doesn’t require demil & are not base property.
  • Scrap metal & un-serviceable furniture, damaged metal storage lockers & desks, etc (downgraded to scrap by base property (910-451-5396)
  • Unserviceable /empty fire extinguisher bottles
  • Tools (wrenches, floor jacks, etc.)
  • Abandoned personal items (metal)
  • C-wire/barbed wire (only accepted if cut in 3’ sections or less upon arrival)
  • Must be transported to landfill by government vehicle for final disposition.
