Unit, activity commanders, and individuals may request to process visitors for command sponsored and individual events via by-name rosters in the Installation Access and Registration Application (IARA). Deployment Readiness Coordinators, designated command representatives or individuals must create an “event” in IARA. See the Sponsor User Guide for instructions.

Command representatives should contact the visitor center prior to creating an event in IARA.

IARA has two websites: a publicly-accessible site for visitors and a CAC-enabled site for sponsors. IARA’s publicly-accessible site enables visitors to request sponsorship in order to access the installation. IARA’s CAC-enabled site verifies the sponsor as a Department of Defense (DoD) ID card holder and provides a means for the sponsor to create special events and manage the roster of visitors. IARA also provides a way for the sponsors to submit rosters to the visitor center.

The visitor center takes the submitted information, conducts the vetting process, and designates each name on the IARA rosters with an approval or denial status. Approved visitors receive a notification via their provided email address with follow-on information and instructions to complete the process.

Homecomings require special attention. Due to the nature and scale of this process, it is important for hosting units to coordinate with the visitor center early.

Follow the below timelines for attendee sponsorship submissions in IARA.

The visitor center will identity-proof and conduct background checks on all requests, and issue DBIDS temporary passes that are valid for up to two weeks.

A unit representative will be provided an area by the visitor center to distribute DBIDS temporary passes to guests on the day of event(s).

Please follow the appropriate timeline for sponsorship requests:

•  1 to 25 people: submit request seven days prior to event date
•  26 to 50 people: submit request 10 days prior to event date
•  51 to 75 people: submit request 15 days prior to event date
•  Over 76 people: submit request 30 days prior to event date

Visitors are directed to report to the Camp Lejeune Visitor Center (Bldg. TT-13) to obtain a DBIDS pass or activate the REAL-ID for access. Visitors will have their identity validated, be subject to a criminal background check (conducted when pre-registered on IARA), be photographed and digitally fingerprinted. Visitors who are driving are required to produce a valid driver’s license, state registration and proof of insurance. Wait times may be lengthy for visitors who do not pre-register using the IARA.

The Contractor Vetting Office (CVO) is located in Building 818, adjacent to the Camp Lejeune Main Gate on Holcomb Blvd. Contractors and other personnel requiring access to MCB Camp Lejeune or MCAS New River must report to the CVO for vetting and background checks. Based on the duration of access, contractors will either receive a DBIDS credential (for access of 61 days or more) or a temporary pass (for access of 60 days or less). The vetting process involves confirming access requirements, completing a background check, and issuing the appropriate credential or pass.

Transportation providers such as taxis, limousines, shuttles and transportation network companies (TNC) provide an important transportation service option for the installation population. Transportation providers who comply with the provisions of this web page may access the installation during FPCON Alpha and Bravo, but will restricted during FPCON Charlie and Delta.

Transportation providers entering the installation on business may be subject to search or other inspections. Provost Marshal‘s Office (PMO) personnel may require proof of a fare through a mobile application, telephone number or other information. Transportation providers entering for other reasons require separate sponsorship and processing. Additionally, transportation providers may not be accompanied by anyone who is not a Department of Defense (DoD) ID card holder.

With a valid Defense Biometric Identification System (DBIDS) credential, enabled for access to MCB Camp Lejeune, transportation providers are permitted to enter the installation with or without a passenger possessing a valid DoD ID card for the purpose of pick up or drop off at an authorized location. Transportation providers may also stage at one of the authorized locations, but are prohibited from canvasing the installation for potential customers.

Without a valid DBIDS credential, transportation providers are permitted to enter the installation only if they are accompanied by a passenger who possesses a valid DoD ID card. After the gate sentry records the driver’s pertinent information, the driver will be permitted to drop the passenger off at the desired location. The transportation provider will then immediately exit the installation at the original point of entry.

Transportation provider companies that wish to operate on MCB Camp Lejeune must submit a Letter of Intent to Operate on company letterhead with the following information and supporting documentation to lejeunetaxiinspector@usmc.mil.

After the letter is evaluated, the company will be informed of the decision. If approved, transportation providers will be instructed to have individual drivers report to the Taxi Inspector on MCAS New River, located at Bldg. AS-187 adjacent to the Main Gate on Curtis Drive, Tuesday and Thursday from 8:00 to 11:00 a.m. and 1:00 to 3:00 p.m. Transportation providers will be subject to a criminal history background check and are required to provide the following information and supporting documentation:

Any driver who is denied unescorted access in accordance with Marine Corps Installations East-Marine Corps Base Camp Lejeune (MCIEAST-MCBCAMLEJ) Order 5530.25B, Access Control Regulations will be denied a DBIDS credential.

Beginning Jan. 1, 2020, MCB Camp Lejeune and MCAS New River welcomed more veterans and caregivers to their installations. Under the Purple Heart and Disabled Veterans Equal Access Act of 2018, the DoD is proud to expand patronage to:

•  Purple Heart Recipients
•  Former Prisoners of War
•  Veterans with service-connected disabilities
•  Caregivers enrolled in the VA Program of Comprehensive Assistance for Family Caregivers

To access the installation, veterans and caregivers authorized under the Purple Heart and Disabled Veterans Equal Access Act of 2018, will need to stop by the Camp Lejeune Visitor Center adjacent the Wilson Gate on Wilson Blvd. or the MCAS New River Visitor Center on Curtis Drive and provide the following information:

Newly eligible veterans and caregivers will have access to many Department of Defense and Coast Guard MWR retail activities, including: entertainment, clubs, recreational lodging/resorts, special interest activities, bowling, golf, restaurants, marinas, equipment rental, movie theaters, vehicle storage, kennels, AmericanForcesTravel.com and more.

A comprehensive list of specific programs and activities that will be authorized for the expanded access groups at Marine Corps Base Camp Lejeune and Marine Corps Air Station New River can be found on the MCCS Lejeune-New River website at http://www.mccslejeune-newriver.com/veterans/.

Facilities, programs and functions not listed are not authorized for use under the Purple Heart and Disabled Veterans Equal Access Act of 2018. Examples of these activities (and therefore NOT authorized) include indoor pools, fitness centers, recreation centers, community counseling, education programs and more.

To gain access, family members must complete the standard Visitor Control Process at the installation’s Visitor Control Center (VCC) and enroll in the electronic Physical Access Control System (ePACS). A command representative will assist in scheduling an appointment for this process.

The required documentation for enrollment includes either a Report of Casualty (DD Form 1300) issued to immediate family members (spouse, children, parents) listed on the service member’s Record of Emergency Data (DD Form 93), or a valid Gold Star Identification Card issued by any Department of War branch of service. 

Approved family members may receive one of the following access options: a single-day paper pass, a Local Resident Card (LRC), or enrollment in ePACS with an approved credential valid for one year. However, automatic or permanent enrollment across all Marine Corps installations is not authorized, and access must be renewed annually following the same process. Additionally, Trusted Traveler privileges are not extended to Gold Star family members.

If initial screening identifies any concerns, family members have the option to submit an appeal to the Installation Commander for final determination.  Requirements for access to determine identity, background, and purpose can be found in the following references: MARADMIN 535/25 and MCO 5530.13.

To maintain the security and integrity of Marine Corps Base Camp Lejeune and MCAS New River, all foreign national visitors must follow the established sponsorship and vetting procedures before being granted entry. Foreign nationals are not authorized access under the Trusted Traveler Program and must be properly sponsored, vetted, and approved prior to arrival. Sponsors are responsible for ensuring their guests complete all required forms four business days in advance and present valid identification at the gate. These measures help protect the installation, its residents, and mission readiness while ensuring that all visits are conducted safely and in accordance with DoW policy.

Per MCO 5530.14A, commanders must identify, in writing, all designated restricted areas within their respective commands and provide the information, in writing, to the Provost Marshal annually by 30 November.  Additionally, all restricted areas are required to have a Physical Security Survey conducted annually by the PMO Physical Security Office.

Crime Prevention Surveys are conducted to identify nature, extent, and underlying causes of criminal activity, or conditions conducive to criminal activity within an area or a specific facility.  Crime Prevention Surveys are not required but provide a commander an analysis of conditions indicating the presence of, or potential for criminal conduct. Crime Prevention Surveys may be conducted on:

•  Bachelor Enlisted/Officer Quarters
•  Government facilities that maintain negotiable instruments (checks, cash, etc.)
•  Tenant organizations such as banks, credit unions, etc.
•  Facilities requested by unit commanders, at the discretion of the Provost Marshal

The Provost Marshal’s Office provides crime prevention briefs to units, which can be disseminated within the unit, as necessary.

The Physical Security Lost & Found section accepts found property for proper handling and final disposition.

Vehicles that are illegally parked, parked in fire lanes, or illegally parked in handicap stalls are not considered abandoned and the MCB Camp Lejeune Desk Sergeant should be notified for appropriate action.

Once an abandoned vehicle has been identified by PMO, a 72-hour tow tag is placed on the vehicle, starting the tow process.

The Military Working Dog (MWD) Section can provide detection dog support for Command Health & Comfort Inspections. Requests for support can be directly coordinated with the MWD Section via email; click here to request MWD support.

The MCB Camp Lejeune Sponsored Visitor Program enables authorized DoD ID cardholders to submit a Sponsored Visitor Request form to the Provost Marshal Office (PMO). Unescorted sponsored guests are required to obtain a DBIDS credential from the visitor center.

Sponsorship is the act of identifying a visitor and verifying that the visitor is personally or professionally known to the sponsor and has a valid purpose for entering MCB Camp Lejeune. Sponsors are responsible for their visitors.

• Visitors who do not have a DBIDS credential (e.g. sponsored in person under Trusted Traveler) must be accompanied by their sponsor at all times while on MCB Camp Lejeune.
• Visitors who are in possession of a valid DBIDS credential are authorized unescorted access.
• If a visitor violates MCB Camp Lejeune orders or regulations, the individual who sponsored the visitor may lose sponsorship privileges either temporarily or permanently.
• A sponsor is any person with a DoD ID card, who invites a visitor to come on MCB Camp Lejeune. Sponsors must be 18 years of age or older.
• Sponsors cannot grant their visitor any base privileges.  Regulations allow sponsors to have visitors on MCB Camp Lejeune; however, they may only engage in authorized activities at the time of the sponsorship.

A visitor is a person who does not possess a valid government-issued Common Access Card, Department of Defense Uniformed Service ID and Privileges Card, or a U.S. Government-issued, DBIDS-authenticated, Personal Identity Verification (PIV) credential.

Sponsored visitors may access Camp Lejeune through any available gates unless restricted by their sponsor.

Sponsors who do not properly complete the registration process should expect delays obtaining unescorted access for their visitors.

  • Company vehicles may provide a copy of the vehicle registration. Vehicles registered in the company's name, can be driven by any company employee.
  • Vehicles driven by someone other than the owner must provide a marriage license, power of attorney or lease agreement.

  • Insurance declaration required for all states (except Alaska, North Carolina and Texas) showing minimums for Bodily Injury Liability coverage of $30,000 per person and $60,000 per accident; Property Damage liability coverage of $25,000.
  • Only an insurance card is required for vehicles insured in Alaska, North Carolina and Texas.

Contractors will provide one REAL ID or two other original forms of valid identification, for the purpose of identity proofing to receive a DBIDS credential or temporary pass. One form of ID must be from the list below. The second form can be from the list below, or can be the individual's social security card or birth certificate.

• DoD Common Access Card
• DoD USID Card
• Non-CAC Local or Regional Credential issued by MCB Camp Lejeune or Marine Corps Installations East
• REAL ID compliant or enhanced driver's license or non-driver's identification card
• U.S. Passport or U.S. passport card
• Foreign passport bearing an unexpired immigrant or non-immigrant visa or entry stamp
• Foreign passport with a current arrival-departure record, U.S. Customs and Border Protection Form I-94 bearing the same name as the passport, and containing an endorsement of the alien's non-immigrant status indicating that status authorizes the alien to work for the employer.
• Veteran's Health Identification Card (VHIC)
• Non-Federal PIV-interoperable (PIV-I) card
• Transportation Worker Identification Card (TWIC)

• Contractors must provide a copy of the prime contract with the government or a letter written by an authorized government representative.
• Contractors must provide an authorized personnel list on company letterhead referencing the applicable contract(s) and identifying the authorized subcontracted company or employee along with the required access days and times (e.g. M-F, 6 a.m. to 5 p.m.).
• All letters should be ink signed or verified e-signatures (CAC, DocuSign, etc.).

All commercial vehicles must be inspected each time they enter the installation. Inspections for Camp Lejeune are conducted at the Piney Green Gate, Monday through Friday from 5 a.m. until 5 p.m. and at the Sneads Ferry Gate 24/7. MCAS New River inspections are conducted at the Curtis Gate 24/7. Drivers MUST have an approved access credential or government escort present, prior to being inspected and allowed access the installation.

• Military or civilian police or VCO/CVO personnel are unable to verify the individual’s claimed identity based on reasonable belief the person submitted fraudulent identity information in the attempt to gain access.
• The individual has a conviction for espionage, sabotage, sedition, treason, terrorism, armed robbery, or murder.
• The individual has a felony conviction for a firearms or explosives violation, regardless of the date of conviction.
• The individual has been convicted of crimes encompassing sexual assault or rape.
• The individual has been convicted of crime encompassing child molestation, or the possession or production of child pornography.
• The individual has been convicted of trafficking in persons.
• The individual is a registered sex offender.
• The individual has been convicted of drug possession with intent to sell or distribute.
• The individual has an active arrest warrant from Federal, state, local, or other civil law enforcement (LE) authorities, regardless of offense or violation.
• The individual has a felony conviction within the last 10 years, regardless of the offense or violation.
• The individual’s name appears on any Federal or state agency watch list for criminal behavior or terrorist activity.
• The individual is debarred entry or access to a Marine Corps site, other DoD installations or facilities, or other Federal site or facility.
• The individual engaged in acts or activities designed to overthrow the U.S. Government by force.
• The individual is known to be or reasonably suspected of being a terrorist or belongs to an organization with known terrorism links/support.
• The individual is identified in the NCIC known or suspected terrorist (KST) file, or the Terrorist Screening Data Base (TSDB) report as known to be, or suspected of being, a terrorist or belonging to an organization with known links to terrorism or support of terrorist activity.  If an individual is identified on the NCIC KST files or TSDB, PMO/Marine Corps Police Department (MCPD) or other designated site security personnel will immediately call the NCIS Multiple Threat Alert Center (MTAC) for further coordination.  The MTAC will coordinate with the Department of Justice or Federal Bureau of Investigation and provide handling instructions to PMO/MCPD or other designated site security personnel.
• Illegally present in the U.S.
• Has knowingly submitted an employment questionnaire with false or fraudulent information.
• A prisoner on a work-release program or currently on felony probation/parole
• Is pending any felony charge.
• Has been convicted of three or more misdemeanor violations, or attempted violations, within the previous 10 years of the following offenses:
  • Sex crimes;
  • Assaults;
  • Larcenies;
  • Drugs
  • Weapons.
• The individual has criminal arrest information that the site commander determines the person presents a threat to the good order, discipline, or health and safety on the Marine Corps site.
• Any reason the Installation Commander deems reasonable for good order and discipline.

A denial letter will be generated by the CVO for the employee to sign so that he/she is aware of the denial. A copy will be provided to the employee. The employee should then follow the below steps and turn the package in to the CVO, if they wish to appeal their denial. The employee will be notified directly if the appeal is approved or denied.

• Obtain a Letter of Good Standing from the employer.
• Content should be on a company letterhead, signed by the supervisor, and include contact information for company
• Create a letter
• The letter may be typed or handwritten and should contain:
• Summary of Offenses
  • Conviction(s) and conviction date(s)
  • Brief summary of the event(s) that occurred
  • Age at the time of the event
• Explanation of the things that the employee has done to improve him/herself  
  • Courses and certification such as: anger management counseling or drug & alcohol counseling
  • Detail any community involvement and length of time
• Provide copies of any certificates of completion for courses related to the disqualifying offenses, such as drug or alcohol rehabilitation or anger management courses.

Contractors will either receive a DBIDS credential or temporary pass, depending upon the length of time they require access to the installation. A DBIDS credential is issued to individuals requiring access for 61 days or more. A temporary pass is issued to individuals requiring access for 60 days or less. Contract specifications determine the length of pass.

Contractors will report to the Contractor Vetting Office (CVO), building 818, adjacent the Main Gate on Holcomb Boulevard. To confirm their access requirements, undergo a background check, and receive their credential/pass. Normal CVO hours are Monday through Friday, 6 a.m. until 2 p.m.

Contractors must provide:

• Appropriate identification (ID) documents
• Government Contract
• Letter of Authorization
• Appropriate Sponsor’s Information
• Vehicle Registration and Insurance

Contractors will provide two valid, original forms of ID for the purpose of identity proofing to receive a DBIDS credential or a Temporary Pass. One form of ID must be from the list below, the second form can be from the list below, or it can be a social security card or birth certificate.

Acceptable IDs:

• U.S. Passport or U.S. Passport Card
• Permanent Resident Card, Alien Registration Receipt Card, or “Green Card” (Form I-551)
• Foreign passport with a temporary I-551 stamp or temporary I-551 printed notation on a machine-readable immigrant visa
• Foreign passport with a current arrival-departure record, U.S. Customs and Border Protection Form I-94 bearing the same name as the passport, and containing an endorsement of the alien’s non-immigrant status indicating that status authorizes the alien to work for the employer.
• Employment authorization document that contains a photograph (U.S. Citizenship and Immigration Services (USCIS) Form I-766).
• In the case of a non-immigrant alien authorized to work for a specific employer, a foreign passport with a Form I-94 or Form I-94A, bearing the same name as the passport, and containing an endorsement of the alien’s non-immigrant status, as long as the endorsement has not yet expired and the proposed employment is not in conflict with any restrictions or limitations identified on the form.
• Driver’s license or ID card issued by a state or outlying territory of the U.S., provided it contains a photograph and biographic information such as name, date of birth, sex, height, eye color, and address.
• ID card issued by Federal, state, or local government agencies, provided it contains a photograph and biographic information such as name, date of birth, sex, height, eye color, and address.
• School ID card with a photograph.
• U.S. military or draft record.
• U.S. Coast Guard Merchant Mariner Card or TWIC.

The DBIDS system requires a sponsor to be identified for each credential and temporary pass prior to issuance. The sponsor must be active military or government civilian with a CAC. Government contractors are not approved sponsors. The sponsor’s EDIPI and must be supplied to register in the system. The sponsor should be from the government entity awarding the contract of supervising the work.

An individual will be denied access to the installation for any of the below listed reasons:

• On a National Terrorist Watch List
• Illegally present in the US
• The subject to an outstanding warrant or criminal summons
• Has knowingly submitted an employment questionnaire with false or fraudulent information
• Has been issued a debarment order and is currently banned from any military installation
• A prisoner on a work-release program or currently on felony probation/parole
• A registered sex offender
• Membership within the previous 10 years in any organization that advocated the overthrow of the US Government or affiliated with any gang activity
• Is pending any felony charge
• Has been convicted of any felony within the last 10 years
• Has multiple (three or more) misdemeanor criminal convictions for offenses to include, but not limited to:
  • Drug offenses
  • Offenses of violence
  • Weapons offenses including those where the weapon was used as either the means of the violence or threat of violence
  • Larceny/theft
• Any reason the Installation Commander deems reasonable for good order and discipline

All personnel denied access will submit a letter (on their company letterhead) to the Marine Corps Installations East – Marine Corps Base Camp Lejeune Inspector General’s Office with appropriate documentation requesting consideration for access.  Ensure all circumstances have been explained when submitting an appeal.

Contractors must provide a copy of the prime contract with the government and all subcontracts, as applicable. For example, a subcontractor must provide a copy of their prime’s contract with the government and a copy of their contract with the prime, both referencing the prime’s contract number.

Contractors must provide a Letter of Authorization on company letterhead referencing the applicable contract(s) and identifying the requesting individual as an authorized employee of the awarded company along with the employee’s required access days and times (i.e. M-F, 0600-1700, etc).

All commercial vehicles must be inspected each time they enter the installation. Inspections for Camp Lejeune are conducted at the Piney Green Gate, Monday through Friday from 5 a.m. until 5 p.m. and at the Sneads Ferry Gate 24/7. MCAS New River inspections are conducted at the Curtis Gate 24/7. Drivers MUST have an approved access credential prior to being inspected and allowed access. Delivery drivers without an access credential can show a bill of lading in lieu of a government contract, but must provide other required documents identified above at the CVO to receive a pass. Delivery drivers with a TWIC only need to present the TWIC and bill of lading at the commercial vehicle inspection lane to be granted access.

Contractors driving on the installation must provide an original vehicle registration document. Copies of registration are only accepted for company owned fleet vehicles. Proof of insurance is also required. A declaration page is required for insurance originating outside the state of North Carolina. Out of state insurance must meet North Carolina minimums of $30k per person, $60k per accident, and $25k property damage.

Have you been putting off the dreaded trip to the DMV off base to get a North Carolina REAL ID? Long lines are now a thing of the past, thanks to a partnership between MCB Camp Lejeune and the North Carolina Division of Motor Vehicles, that will ease the process by providing an Express Service Mobile Office (DMV RV) on base.

Personnel are now able to:

• Convert a North Carolina Driver License or State identification card to a REAL ID Driver License or REAL ID State identification card
• Transfer an out of state driver license or out of state identification card to a North Carolina REAL ID Driver License or REAL ID state identification card
• Provide North Carolina Drive Licenses or State identification card renewals and replacements

The DMV Express Mobile Office (DMV RV) is unable to provide written tests, road test or first-time issuances of North Carolina Driver Licenses. Please visit the NC DMV online for more information.

The DMV Express Service Mobile Office (DMV RV) is located in the parking lot south of the Harriotte B. Smith Library near the corner of Holcomb Blvd. and Dogwood Street. 

Appointments are required and will be available Monday through Friday from 7:15 to 11 a.m. and 12 to 3:30 p.m. Individuals can schedule an appointment online at http://www.signupgenius.com/go/60b0f4ea8ae2da5fd0-real. Each appointment should take approximately 15 minutes.

The cost for a REAL ID is the same as a regular or duplicate driver license/ID. However, if you already have a valid driver license or identification card and want to upgrade for a REAL ID, the fee is $16.75. All fees can be paid via credit or debit card. After you have submitted your documentation, taken a new photo and paid the fee, your REAL ID will be mailed to you in approximately 15-20 days.

The REAL ID Act does not affect Marine Corps installation access for individuals that already possess an approved-access credential, i.e. DoD ID card, dependent identification card, military retiree card or DBIDS credential.
