The MCI-East Regional Brig is a Level-1 confinement facility which serves as a place of confinement for both pre-trial and post-trial prisoners serving a sentence of up to one year. The Brig ensures the safety, security, good order, and discipline of all prisoners; while providing core correctional programs which include work, individual and group counseling, recreation, incentive programs, life skills, and religious services. Upon direction from HQMC Corrections, DC I&L, the Brig staff will help facilitate the transport of post-trial prisoners exceeding sentence parameters to other Military Confinement Facilities.

MCI-EAST, MCB, CAMP LEJEUNE:

Class is offered the 1st/3rd Friday of the month beginning at 0800. Early check in starts at 0645, at 295 G Street Building 308 Camp Lejeune, NC (2nd Deck Classroom RM 2211)  *see map location*

2.            Commands must have qualified escorts to move both pre-trial and post-trial prisoners to and from the Brig.  To be qualified, personnel must meet screening criteria, attend a one-day Brig Escort Chaser Class and pass a written proficiency test.  Successful completion will result in the issuance of an Escort Identification Card (NAVPERS 1640/18).  The certification is good for one year.

3.  Reservations will not be taken; personnel are accepted on a first-come, first-serve basis until the class is full.  Classroom max capacity is 30 attendees.  The class begins promptly at 0800 and early arrival (NLT 0645) is highly encouraged to obtain an available seat.  Class duration is 0800-1600. Attendees who show up after the class has begun will be turned away. Details to become chaser qualified are located below.

4.  With the requirements set forth in SECNAV M-1640.1

a. Escorts shall be carefully selected for maturity and the ability to handle emergencies.

b. Requesting activities shall provide their own escorts for trial, administrative, legal, and any other appointments for prisoners.

c.  In all cases, at least one escort will be of the same sex as the prisoner.

d.  When transporting an officer/SNCO prisoner, at least one escort will be of equal or higher rank than the prisoner.

e.  Escorts will not be authorized to carry batons or other weapons.

f.  Maximum and Medium-In (MDI) prisoners must be escorted by at least two escorts (Not including the driver).  Maximum and Medium-In (MDI) prisoners shall wear restraints at all times while outside the security perimeter of the Brig.

g.  A military judge (not a lawyer) may direct those restraints be removed from a prisoner in a courtroom if, in the judge’s opinion, such restraint is not necessary.

5.  The following are eligibility requirements for personnel attending MCIEAST-MCB Regional Brig Escort Chaser Class that prospective candidates must be screened for by an E-7 or above from their respective command:

a.  Must have at least 15 months of active service.

b.  Must be mature, emotionally stable, and able to handle emergencies.

c.  Have no neuropsychiatric disorders, or recorded history of alcohol abuse, or in-service drug use.

d.  Have no record of conviction by courts-martial or Non-Judicial Punishment in the past 36 months. (Not Waived)

e.  Have no record of civil court conviction, (except misdemeanor traffic violations).

f.  Have no physical disabilities that may hinder duties (No Light or Limited Duty).

g.  Be within service branch body composition standards, and passed most recent service PFT/ACFT.

h.  No prior removal/revocation of escort status.

i.  Not identified as a witness or victim in a prisoner’s courts-martial related to the escort detail.

j.  Not have failed during last two prior attempts to pass the escort written proficiency test.

k.  Be at least 19 years of age.

l.   Cannot be a former prisoner or detainee.

6.    Approved personnel must bring proof of screening to the class. (Click to download the required form: "Chaser Screening Form")

b. Option for re-certification may be provided without re-attending the standardized course if all the following conditions are met:

(1) The service member has previously attended the standardized course.

(2) Certification is still current (not expired)

(3) Standards of conduct and use of force are reviewed and acknowledged

(4) The service member successfully completes the written proficiency test again

7.  All Chaser/Escort students must park in parking lot, South of Building 308.

Yes, the same indoctrination procedures that a male servicemember being confined entails, is required for all female personnel being confined.

No. IAW SECNVAV M-1640.1, personnel cannot be confined for "safekeeping" or "protective custody". Additionally, the confinement order must clearly identify the individual to be confined and show the offense(s) of which accused or convicted.

There are no chaser requirements to initially confine servicemembers. Once the servicemember is confined, however, ALL temporary absences require MCI-East Regional Brig Certification. For permanent releases, there is no requirement for chaser certification and must be conducted by a command representative during normal business hours only on the date of release.

The confining command is responsible for bringing any missing uniform items within 72 hours of confinement for pre-trial prisoners. Post-trial prisoners must be confined with the full gear requirement (refer to Procedures & Required Documents).

The pre-trial prisoner's immediate or higher commander may direct release from pre-trial confinement. A SILT from the pre-trial prisoner's commander must be provided to the Brig Admin Department prior to the Brig completing the Release Order (refer to the Contact Us Section). Ensure a command representative is provided to retrieve the pre-trial prisoner the day of release.

Currently, all female confinements are being held at Onslow County Jail. Do not take a female confinement to Onslow County Jail. ALL new confinements are processed at the MCI-East Regional Brig. The Brig will process the female confinement and transport to Onslow County Jail.

  • Initial confinement of females in the MCI-East Regional Brig will be conducted in the same manner as male prisoners.
  • In the case of pre-trial confinement involving a female service member, the necessary documentation must be presented to the Initial Review Officer (IRO) in the same manner as male service members.  In most cases, the hearing location will be the MCI-East Regional Brig, but may be re designated by the IRO.
  • A confinement physical, to include a pregnancy test, must be conducted prior to confinement of a female service member.
  • Command and legal visitation will be accomplished in the same manner as prescribed for male service members, with prior coordination by the Brig Programs Department. 
  • The appropriate Staff Judge Advocate’s Office must be notified in writing within 24-hours of female service members being placed in pre trial confinement.
  • All female confinements must first be brought to the MCIEAST Regional Brig so staff can ensure certain administrative procedures are accomplished.  These procedures are internal to the MCIEAST Regional Brig and are directed by Headquarter Marine Corps.  MCIEAST Regional Brig staff will create and maintain a confinement record on each female confined.  The confining command is required to provide the Brig Administrative Section with copies of various documents pertaining to confined females, as well as keeping the Brig Administrative Section informed at all times of the current status of the individual.

  • The 72-hour Memorandum must be received by the Brig Admin Department within 3 calendar days of the prisoner's initial confinement. Units confining a servicemember during a holiday leave period or weekend must ensure the Brig Admin Department receives the 72-hour Memorandum within 72 hours.
  • The IRO is held within 7 calendar days. The date of confinement counts as one day and the date of the IRO is counted as one day.

Sexual abuse and sexual harassment is a criminal act that is absolutely incompatible with the today’s core values, high standards of professionalism, and personal discipline. The MCIEAST Regional Brig maintains a zero-tolerance policy approach in all cases of sexual abuse and sexual harassment in accordance with the United States Department of Justice, Bureau of Justice Statistics, Prison Rape Elimination Act (PREA) Standards for Prisons and Jails. It is the goal of the brig to eliminate sexual abuse and sexual harassment incidents that impact staff, contractors, volunteers, interns, and prisoners. To reach this goal, the brig has established a standardized and effective sexual assault prevention and victim assistance program at the command level that meets mandated reporting requirements without unduly compromising victim confidentiality or safety, or generating fear of reprisal; and will provide education to staff, contractors, volunteers, interns, and prisoners on socially responsible standards of behavior and factors that contribute to victimization.
