In accordance with MARADMIN 491/20, effective Sept. 1, 2020, photographs are not authorized information for promotion boards and selection processes pertaining to assignment, training, education, and command. This prohibition includes official photographs located in the Official Military Personnel File (OMPF), as well as photographs submitted in correspondence by individual Marines.
COMMSTRAT will continue to provide Command and Official type photos for all winners of command sponsored meritorious promotion and NCO/MOQ boards, in accordance with MCO 3104.1B. However, Marines requesting Command Board, Official or any other types of photos for inclusion in meritorious promotion and NCO/MOQ packages will not be supported.
Until further notice, COMMSTRAT will continue to provide photographic support for Marines submitting packages for MECEP and ECP boards.

About the ADMINISTRATIVE PHOTOGRAPHY STUDIO
MCIEAST-MCB CAMLEJ Communication Strategy & Operations (COMMSTRAT) administrative photography studio provides promotion photos, command board photos, passport and other administrative photographic support as authorized. The COMMSTRAT front entrance is located to the right of the BLDG 54’s main entrance off of Lucy Brewer Drive (across from the Papa John's and Mainside Recreation Center). Please utilize this entrance and check in with the Marines present in the studio.
Hours of Operation:
- Monday through Friday: 7:30 a.m. - 11 a.m. and 1 p.m. - 4 p.m.
MCAS New River COMMSTRAT administrative photography studio is located in Building AS-425 on Campbell Street across from CNATT. The studio hours of operation are Tuesday and Thursday, from 7:30 a.m. – 11 a.m. and 1 p.m. - 4 p.m. The studio can be contacted at (910) 449-5277.
Due to our high influx of customers, we are doing our best to ensure every customer is served to our fullest extent, while following COVID-19 CDC guidelines. We are currently allocating our studio hours to 10 customers an hour (30 in the morning/30 in the afternoon). While we are not making appointments, we are allowing customers to sign up for their respective time slot on a daily basis starting at 7:30 a.m. at our MCB Camp Lejeune and MCAS New River studio locations.
To sign up for your respective time slot, each customer must:
- Have all proper paperwork with them (Signed Height & Weight verification form, command endorsement letter and MARADMINS.)
- Have full uniform.
- A face mask that falls within MARADMIN 218/20 and CDC guidelines.
Per MARADMIN 218/20 guidelines and our current studio policies and procedures, we are not adjusting any customer before taking a photo for our personnel’s safety. For every customer that has claimed a spot on their respective day, they are allowed to have 1 ADJUSTER ONLY. Anyone that does not adhere to these guidelines or those mentioned above may be refused service.
Command photo requirements: Per Base Order 3104.1B, the following personnel are eligible to have command photos taken by COMMSTRAT.
(a) Commanding Officers (company level and above)
(b) Executive Officers (battalion level and above)
(c) Sergeants Major/Command Master Chiefs
(d) First Sergeants
(e) Equal Opportunity Representatives (battalion level and above)
(f) Unit Victim Advocates (battalion level and above)
(g) Chaplains (battalion level and above)
(h) Retirees for the completion of their retirement program
(i) Family Readiness officer
(j) Marine or Noncommissioned Officer of the Quarter boards (battalion level and above)
(k) Sailor or Petty Officer of the Quarter boards (battalion level and above)
(l) Requests will not be accepted for any individual section
Promotion photo requirements: Promotion photos that will be transmitted to MMSB require a height/weight verification form that has been validated by a command representative within 30 days of the request. Any other promotion style photo will be taken in accordance with our section’s standard operating procedures or if mandated by a directive or MARADMIN.
No-fee government passport requirements: No-fee government passports are for government use only. The requestor will need a DD Form 1056 or copy of web orders and a collared shirt.
