Telephone Classes and Features
Note: A Telecommunications Service Request must be submitted to add or change existing service that is not automatically provided.  

Class Of Service

Class DSN: Telephones authorized for transaction of official government business.  This service provides access to the DSN network.  This class of service can be tailored to meet subscriber/circuit requirements (CONUS only/World-Wide access).

Class "A" (Official): Telephones authorized for the transaction of official government business.  This class of service provides connectivity to the commercial telephone system.  This class of service can be tailored to meet subscriber/circuit requirements (Long Distance Restricted/Long Distance/Long Distance + International Access) on a case-by-case basis.  The acceptance of collect telephone calls is NOT authorized.

Class "A" Restricted (Official): Telephones authorized for the transaction of official government business.  This class of service provides connectivity to the commercial telephone system and allows local area and 800 dialing only.  Acceptance of collect calls is not authorized.

Class DSN and "A" Telephone Allocation:

a. Due to the limited amount of DSN and commercial trunking, it is necessary to carefully manage the amount of access provided to Class DSN and Class A telephone service at Camp Lejeune.  If an excessive number of users are granted access, the level of service for all will be degraded and result in users frequently encountering a "trunk busy" signal when attempting to use DSN, commercial long distance service, or restricted local area dialing service.  No more than 40% of the numbers in any one billing account code will have DSN access unless specifically authorized.

b. All Base and tenant organizations should limit the number of telephones with Class DSN/A service to that which is mission essential.  The Assistant Chief of Staff, G-6, MCIEAST, will coordinate periodic reviews of Class DSN/A access with the G-6/S-6 personnel of all organizations at Camp Lejeune to ensure the optimum level of service is provided.

Class "B" (Unofficial): Telephones provided for unofficial use may or may not have access to the local commercial telephone system.  Charges are paid from non-appropriated funds or by individual subscribers.  The acceptance of collect telephone calls is NOT authorized.  This class of service includes:

(1) Class B-1: Telephones installed in government-owned or leased quarters for use by the designated occupant.  Access to the commercial system is authorized.

(2) Class B-2: Telephones installed for use of the American Red Cross and other Marine Corps Community Services (MCCS) activities and commercial concerns authorized to conduct business from a fixed location on the Base as provided in references (e) and (f).  This class of service may be restricted to the Base or have access to the commercial telephone system.  The authority for commercial concerns must be a contract or permit issued by the Commanding Officer, MCB, Camp Lejeune.

Class "C" (Official Restricted): Telephones installed for the transaction of official government business, but are restricted to the Base.  Users cannot make long distance telephone calls on Class "C" telephones.  Collect telephone calls are NOT authorized and are blocked.  

Features

Customer Originate Trace: This is to be used only when a threat phone call is received.  This will trace telephones and cell phones back to their owner/user.  This feature is automatically provided to the customers.  Military Law enforcement investigators will follow with the investigation process.

Call Transfer: Allows user to transfer an incoming call to another telephone number within Camp Lejeune.  This feature is not automatically provided to the customers.

Call Forward - All: Allows incoming calls to be immediately diverted to another within Camp Lejeune.  This feature must be assigned to the line to have the capability.  This feature is not automatically assigned.

Call Forward - Busy: Allows all incoming calls to be immediately diverted to another number when your phone is busy.  This feature is not available with voice mail.  This feature must be assigned to the line to have the capability.  This feature is not automatically assigned.

Call Forward - No Answer: After three rings, if not answered, allows incoming calls to be diverted to another number.  This feature is not available with voice mail.  This feature must be assigned to the line to have the capability.  This feature is not automatically assigned.

Call Pick Up: Allows the user to answer a ringing telephone in their call pickup group from their telephone.  This feature must be assigned to the line to have the capability.  This feature is not automatically assigned.

Ring Again: This feature is also known as "ring back".  When the number being called is busy, the user may request a call back.  When the number called becomes idle, a unique ring is received.  The user lifts the handset and the system will automatically dial the number.  This will last for 15 minutes and can only be used within Camp Lejeune.  This feature must be assigned to the line to have the capability.  This feature is not automatically assigned.

Call Hold: This feature allows the user to place one call on hold while another call is placed or received.  This feature must be assigned to the line to have the capability.  This feature is not automatically assigned.

Last Number Redial: Allows the user to redial the last number that was called from that line.  This feature must be assigned to the line to have the capability.  This feature is not automatically assigned.

Speed Calling: Allows the user to call a frequently called number by dialing speed code.  A maximum of 10 numbers may be assigned a programmed one digit calling code number.  This feature will allow DSN and long distance numbers to be programmed.  This feature must be assigned to the line to have the capability.  This feature is not automatically assigned.

Three Way Calling (Three Way Conference): Allows three individual parties to communicate simultaneously.  This feature is not automatically provided to the customers.

Conference Progressive: This feature allows the user to initiate a conference call of 6 parties.  Conferees may exit at any time.  This feature must be assigned to the line to have the capability.  This feature is not automatically assigned.

Conference Bridge: The bridge permits a conference call of 30 parties.  It requires the conferees to enter the bridge individually.  Conferees may dial in to the conference locally, by long distance, or by a DSN network.  Conferees may exit at any time.  This feature is not automatically assigned.

Conference Bridges must be coordinated prior to initializing the conference.  Conferees must be notified by the conference leader of the time to enter the conference and the number to dial into the conference.  All conferees must have the same number to dial into.  Base Telephone does not require appointments or scheduling for Bridge Conferencing.  For additional information or to request a Conference Bridge, please call (910) 451-2531.

It is recommended that an alternate number be assigned by the conference leader.  This will permit the conference to proceed if the primary number already has another conference in progress.

This is not a secure line.  A conference bridge uses a block of publicized numbers.  Conferees should be aware that a non-conferee can dial into the bridge.  Units are responsible for providing their own Communication Security (COMSEC) equipment to secure the conference if required.

Voice Mail: Provides an answering service to the customer that may be accessed from any location.  This feature must be assigned to the line to have the capability.  User manuals may be requested through your G-6.  This feature is not automatically assigned.
